Manifest consciousness is the consciousness that we can usually perceive. Also known as 'surface consciousness', it refers to logical thought, reason, intelligence and judgement.
Simply put, it is the consciousness that can be put into words.
For example, when you realise, 'I am hungry now' or 'I am preparing for work tomorrow', that is your manifest consciousness.
If you decide to act on your own initiative, 'I'm going to wear these clothes tomorrow', then you've made a decision with your manifest consciousness.
The manifest and the subconscious are often compared to an iceberg. The expression is that the iceberg that appears to be floating in the ocean (conscious) is only a corner of the whole iceberg that is submerged in the ocean and invisible (unconscious).
The ratio is said to be 5-10% for the manifest consciousness and 90-95% for the subconscious.

So even if the new brain, which is the surface consciousness, sets a goal to lose 5 kilos by jogging, but the old brain, which is the unconscious brain, decides that jogging is too much work, it will be defeated by the old brain, which has overwhelming power.
